Prompt users when Submitting for Review

Does this plugin prompt authors to finish the checklist requirements before submitting a draft for review to admins/editors? Users who already have publishing capabilities are not the ones we are trying to get to meet requirements. I was trying to see if there is a setting that will prompt users to go through the checklist when attempting to change a post from Draft status to Submitted for Review. But it looks like it’s just for publishing. Is this true?
