Create a plugin which update the order with refund

I’m not aware of a plugin that will help with what you’re trying to accomplish. As previously mentioned you can use a custom solution for that. There are some channels though we can recommend checking out where developers hang out:

I am curious why it is not updating the sales order with refund.

I think it is logical to update the sales order with refund.
