Required not working

When creating a post with required fields the checklists work perfectly if the pre publish check “menu” is activated but if someone disables the pre-publish checks then the required fields can be empty and the user is still allowed to publish. I’ve tried using it in troubleshoot mode to guarantee it wasn’t a plugin conflict and the issue resides. Any way to make it work even with the menu disabled?
