float gif over png

  • ok i want to do what they did here.

    in the header, he floated the nav bar over the header image.
    i want to do the same but i want to put a gif instead

    i know i gotta give it a z-index

    i dont know where i put in the code, im assuming i have to put something in the stylesheet, and something in the header. but im unsure. can some one please spell it out for me i was given this link

    and i kind of “get it” but this is was not done with wordpress. so what part do i put in which file, or am i assuming wrong, do i put it all in one file and if so which one and where. thanks guys
