Conditional discount based by a specific saved value in database?

It is possible in Free / PRO version to apply a 100% discount with only one usage per logged in user BASED on a saved value in database for that user?
Example: I have a form completed by logged in users which have a field visible only by admin with default value “No” -> Field: Verified company: No. If this value is Yes (company verified) -> than -> 100% discount to apply (only once usage per logged in user).
