From the description of the challenge, one potential approach would be to ensure that shipping is configured in the admin dashboard. If shipping isn’t configured at all then shipping options cannot be displayed in the express checkout window. If shipping is setup only for specific locations, then this message will be displayed for customers looking to ship outside of those locations.
