Can you confirm you are an owner or admin already on the business manager account you are trying to connect to please?
If so, could you reach out to Facebook support on the link highlighted below from your connection wizard:

This will put you in touch with Facebook’s extension support team and they can confirm what permissions their system believes you are missing to be able to complete the connection.
As we don’t have access to your Facebook account, their support team will be best placed to explain this.
Once you have spoken to them please let us know what they say and we can look into this further from our end.
