Add a custom quote

Hello,
First, I want to thank all the folks who have helped me. This forum has been quick to respond and it is much appreciated as I learn Woo Commerce. On to my question.
I want to add a ‘Request Quote’ page to my site on both the front end and also in customer’s dashboard. On the front end, if a visitor requests a quote, it will take them to a page with all the info that they need to fill in. I know I can do this with a form but I’m not sure how to tie it in with WC. I also want the shop manager and/or customer to be able to turn it into an order when they are ready. I also want to add the ‘Request Quote’ to the backend in the client dash board so it would have something like:
Dashboard
Orders
Downloads
Quotes/ Request Quote
Addresses
Account
Logout

Is this possible to do in WC. I’m thinking to add it as an account endpoint? If someone could lead me in the right direction, that would be great. I’d like to code it and not use a plugin if possible.
Note: I do not want the quote option to show in the products(I know this can be done) This is a quote for a separate service.
