Migrating from sub-domain to primary domain

I have a question about migrating WordPress from a subdomain (blog.domainname.com) to the primary domain (www.domainname.com). I want to develop under blog.domainname.com then migrate once tested and final. I need my current website functional until I switch over.
I have read the thread “Moving WordPress Within Your Site” and before I take on a what appears a gargantuan task, I wanted to confirm that all these steps are required for a sub-domain move.
I haven’t gone too far down the development road, so a reinstall is possible. On that point, Could wordpress and my current site co-exist while I develop? That is, what file triggers wordpress to start. my hosting co. says it’s alphabetical so index.html would fire off before index.php. No harm, no foul?
If not, since I have no blog posts or comments, is it required to do all the steps listed in the migration thread above? I figure there are configuration entries in database tables, so I don’t know the answer. I have only created pages, categories, added a few plugins all which apparently reside under my /blog directory, so I could reinstall if it’s the best solution.
WordPress is installed on the server directory (domainname/blog). Could I merely repoint after development (wordpress URI admin screen). I hope it is merely a matter of moving URI pointers.
Any help would be appreciated on this sub-domain move.
