Creating a simple scenario

Hello there,
When the shopping cart is 100 TL, I want the price of all products in the toy category to be 1 TL.
However, when I add a product from the toy category to the empty basket, it perceives the price as 1 TL.
Unless the amount in the basket is 100 TL, I want no discounts no matter what is added to the cart.How can I do this kind of senate?

There is such an error.
