Blocks in footer

Hi,
I created a child theme that is using pretty much the entire starter theme, Canard, except for some styling changes. BUT we want to add a call to action block, like some logos/links in a row–a reusable block ?–just above where the footer widget area is. I was wondering if it’d be possible to call/get that reusable block in the footer.php file or siomething else? If so, how? thanks
