Macao is not translated in Chinese (Hong Kong)

Okay, it looks like the translation files are not updated with this version of the translation that you found.

Please go through the WooCommerce translation process and use this updated file – Translating WooCommerce (Localization)

Alternatively, you can install the plugin Loco translate and use your own translation for the strings which are not translated.

If you feel this is a bug in the current version and you’d like to report it, you can do that right here: https://github.com/woocommerce/woocommerce/issues

The developers will then look into it and address it.
