It sounds like your PHP installation may not have the curl extension enabled. This is needed by the SCORMCloud WordPress module.
Enabling the Curl extension in PHP is dependent on your platform. There are some links from this site: https://stackoverflow.com/questions/1347146/how-to-enable-curl-in-php.
