The email is sent to the admin email address for your user. I was able to receive a report for the 116 test customers I have on my own site.
What I’d recommend first is installing the WP Mail Logging plugin, this will show whether your site has requested the email has sent. This is part of the standard Email troubleshooting we recommend – https://docs.woocommerce.com/document/email-faq/
After installing that, try to generate the Customer report again.
A few minutes after clicking the download button and seeing the notice about the email, check the WP Mail Logging for the email.
If that doesn’t show anything, head to WooCommerce > Status > Scheduled Actions and in the search box enter woocommerce_admin
and search.
You should see woocommerce_admin_report_export
and woocommerce_admin_email_report_download_link
