Resizing Menu without getting bigger, or collapsing items on desktop

I’m building using elementor, and I’ve run into a problem with the header re-sizing.

How do I get it to re-size like my old header, as seen here:

I was using a theme to do that, so forgive me if this is easy. I’m a bit of a noob. I don’t want it to expand the menu, when I resize the window. I would like it to make things a bit smaller, so the options can fit on smaller screens. Mobile I would like it to collapse, but right now I think it looks bad on desktop like that.

Also, how would I be able to include a mega menu as seen in the above gif?
