WordPress not updating!

whenever i make changes on the front end it doesnt appear on the client side.
i tried using cache plugin to remove cache to display the changes but it doesnt work now on the homepage. the other pages update except for the homepage.
I also try to disable the cache plugin but it doesnt work.
the other pages if i change the link it displays the update but when i return to the original link it is back to the not updated version

Note: The changes does not apply on windows pc
the changes applies on apple and mobile
