How best to use my blog to increase rankings ?

I’ve installed and published 2 documents at
https://www.domain.co.uk/wordpress/index.php?m=200502Clearly this isn’t the index page of my domain.
So how could I best use my blog set up to improve my
rankings on the engines?
Can I post into my index page at the root of the domain?
(www.domain.com/index.htm)
or
Is the best way just to create this page totally dedicated to my
blog and hope the engines spider it?How could I post my blog directly to
https://www.domiain.com/blog.htm
Currently I have it at
