Outsourcing Question-Website Building-Important

I outsourced and was wondering how long is the average time to make a wordpress website. It took my guy 6 days just to find the Carmen theme for I asked about having a slide show. There was one line of text in it. Is this way too slow. We had agreed on $350 for a month of work f/t 40 hours a week and I had a bunch more wordpress sites to be built which was taking my old websites and putting them into a wordpress site.

I have to contact him for I said we need to renegotiate. Didn’t seem much done and I want to have a few sites built in month. Any suggestions or feedback.
