add custom button after gear

how do i add a custom code before or after the gear button? i cant find the right filter for this. the closest filter i found was add_filter(“wpdiscuz_comment_end”). but i need it beside the gear button.

i also found the filter to insert in the gear button dropdown but the problem is, it’s not visible to all users. if theres a way to make it visible then that would work too.
