Shortcode limit interfering

I’m using shortcodes for sections on one page to make a shop page. Then in the footer I have a shortcode for one section with a limit of 10. However, the two shortcodes for the same section conflict with each other. Either both instances load all products or they only load 10. Clearing the plugin cache will make it swap to the other but they won’t respect their own limits (one shortcode with 10 and the other shortcode with 100 as the limit). Can this be fixed?
