NO “Target by URL” option

    I installed the “Widget Context” widget on the Multisite website.
    On the “Widget Context Settings” page, “Target by URL” is checked.
    However, for any widget, I don’t have the option to specify the URL of the webpage for which I want to activate the widget.
    What’s the problem?
