Login attempts saved between sessions and uses an attempt when asked to verify

The login attempts saves between sessions (admin role), and also uses an attempt each time due to having to verify the attempt, meaning that every 3rd login i’m locked out until timer expires.

Pretty annoying, is this a known issue? I’d prefer not to have to turn login attempts off.
