User Listing/ add/ edit denied

I made a custom role- staff, then allow it only 2 sections- 1. which used to charge customers and 2. users section(because sometimes we need to add user first then change them), but I won’t able to see users section, even I tried to run add new user link manually, it’s showing error – “need higher permission!”.
