Isn’t being able to change the Public Root Path a security flaw?

Hi
We have different teams working on different domains all connected to each other on the same server. Today I was looking at the Preferences and noticed that each domain can actually manually change their own root path which means they can get access to the root of the server and then access all the other domains which could pose a major security risk since one team working on one website could literally delete or modify the files of another website.
Isn’t this a major security risk?
