New Installation, getting nowhere

I have looked at every possible wordpress installation instruction page and am getting nowhere. I have edited wp-config.php with the correct info, have created the database and have made sure I am not FTPing in binary. When I go to run the install from the directory it’s in it does nothing, it basically just refreshes the “hosted by” page. Any suggestions would be greatly appreciated, thanks.
