Why does there appear to be so little quality control with WP?

I’m new to WP, but have been a dev for a long time.
I’m working on a number of client sites. I am very surprised at the complete lack of quality control many “premium” or paid themes and plugins have.
For example, the theme I adjusting now for a client:
– Is mostly built in WPBakery
– Has way to many inline styles
– Has way to many .js and .css files
– Has a bunch of .scss files, but they’re not used (seem to be from another theme)
– Is very, very slow.
– Has alomst nothing in the way of accessibility standards
– Much of the JavaScript doesnt work.
– Coding standards (BEM, JS guidelines, readmes, changelogs, etc) are non-existant.This is a premium theme – our client paid for it (prior to consulting anyone). But it’s just lipstick on a pig. It looks pretty, but has just been smoshed together in Bakery. The client would’ve got better value out of a Wix site.
The “support” offered with the theme is a joke – just basic WP how-tos.
I feel in this case that obviously someone has just found an easy way to make money. They don’t take pride in their development (or simply don’t know how) and just cut corners and smack together something in a drag-n-drop tool.
Our client is going to spend way more money with us to fix this up. They feel upset that they were sold a theme that was a lemon. Eventually, like many clients I’ve worked with, they’ll probably drift away to Shopify.
I know that WP is open source so quality control doesn’t really exist in the normal sense, but surely something can be done about all this dodgy crap out there, especially if people are paying for it. It gives WP a bad name and will turn people away from it. Hell, to be honest, WP wouldn’t be the first choice I offer clients now days.
What can be done?
