Elementor overriding menu and such

So I work with the PE Public Institutions theme, mainly for the accessibility tools (see top of the page).

However I have tried editing the footer with an Elementor template. Whenever I apply this template to all pages, menu, search bar, logo and accecibility items on top of the page disappear. Obviously this is not the idea. I only want to change the footer with Elementor. So how can I do this?
