Please make sure that your site is using https before integrating with WeChat (whether with WP Weixin or any other component).

Please also make sure WordPress is configured properly: the URL within the QR code displayed upon visit of the site is an IP address, where it should be a proper subdomain.domain.tld URL.

Yes because WeChat requires it.

You do not have to reinstall WordPress, you have to change the Settings > General > WordPress Address (URL) and Site Address (URL) fields with the domain.

The list of requirements is outlined on the plugin description page. A WeChat Developer Account may not be sufficient.
The plugin is designed to work with a certified Official Account, and different types of Official Accounts have different access to features.
For example, identification requires a Service Account.
