How to change hover color in navigation bar?

Hello, the default hover color for the navigation bar is yellow. How do I change that to another color?

Better yet, I am trying to edit the entire color theme from yellow to blue. How can I do that? There is no custom color picker in the ‘themes options’ or the ‘colors’ option.
