videopress in 2.9

Has anyone managed to subscribe to videopress in 2.9.
I have 2.9 hosted at godaddy, and no tab in the dashboard to buy upgrades.
I have the upgrade the whole application in tools , but not the separate tab under settings.
I am logged in as admin, running wordpress default theme 1.6.
I have gone to PHP5
