How to disable plugin update emails but not failures

Originally this question was asked as part of another topic expanding on someone else’s question but they threw it out for some reason. I think that was reaching a little far as it was absolutely relevant to where it was asked, but whatever, and now we have fragmented solutions in multiple locations and somewhat repeated questions.

Anyway, someone else asked how to disable the plugin update emails in WP 5.5. A mod answered (and everyone does such a great job with WordPress, so don’t get me wrong about my opening) with an excellent solution to turn them off via custom code. However, I expanded on it to wonder if this blocks the emails if the update was unsuccessful, or if those emails still come through.

I had asked this since you don’t want to disable ALL mails as you want to be able to know when something goes wrong.
