Issue displaying accented characters

Hello,

I have a client in Lithuania that I built a website for and they need all the content translated.

I’ve installed various language plugins but they weren’t completely satisfactory in translating the content to the client’s desires.

They sent me a document instead with the translations they wrote to simply copy and paste them onto the pages.

The problem I’m running into is that WordPress does not display the accents correctly on the front-end when the content is published.

Basically characters with accents under them are displaying as question marks.

Any advice?

I should add that this is a multi-site running other sites in english, so I need to be careful about making any database changes that could have a negative impact on the other sites.
