Sorry You Are Not Allowed To Access This Page WordPress Error (wp-admin error)

Hello, please, I have been trying for the past two weeks to access my website but to no avail. I tried all possible means and watched several videos but I was still not able to crack this code.

Initially, it looked like my admin user was deleted but WordPress was not able to configure a new password for me … so I have to recreate through PHPMYADMIN.

After doing that, I got in… but I was not able to access the WordPress dashboard when I go to expandgh.com/wp-admin. I keep getting this error message, ” Sorry, you’re not allowed to view this page”
