Error Accessing WP Dashboard

I tried disabling Plugins and my current Theme via FTP and still receiving the same error. Since I can’t access the Dashboard I’m not sure how I’d install in the Health Check plugin?

In you mailbox should be a link for you to access your site in “recover mode”.

That should allow you to disable all the plugins which is still active.

I can still see a lot of plugins that are enable.
