Only Load On Shortcode

Hello, I just wanted to say that I love this plugin! I have 2 questions for you.

1. Is there a way to only enable a plugin if I use a plugin’s shortcode on a page. If there was a way it could check if a shortcode is in use and if it is, for it to allow the plugin to run. I have some plugins that I only use on a couple of pages but they load on every single page.
2. Is there a way to load the plugin everywhere except a certain page? (Almost backwards to how it functions now)
