Woocommerce Member(s) keep getting reset from active to delayed

Hi there, I’ve created a woocommerce membership plan on my site.
It’s not tied to a subscription so I’ve manually imported my members and set them all to active. I’m running into a seemingly random problem, some members (one in particular right now) keeps having her membership reset from active to delayed which restricts her access to content.

Every time I go in and change it back to active and I relog in on her behalf, it get set back to delayed.

What is going on? Is there a setting I’m missing? I’m not using drip content.
