Mobile version constantly refreshing upon scroll

    In mobile browsers, the home page is constantly refreshing whenever you try to scroll. All plugins have been disabled, and problem persists. Seems to have happen when you are scrolling over the “Highlight” area directly beneath the header. Any suggestions?
