Admin New User wp_user_level Issue

    I am using the free version of User Registration. I have an issue registering users using the WP Admin Dashboard and am curious is this is a conflict with the User Registration Plugin.

    When a user registers using your plugin on my site’s front end, the created user is an author and is able to submit posts. When I add a new user using the WP Admin Dashboard, the user is also an author but is not able to submit posts.

    I have discovered in the wp_usermeta database that wp_user_level is set to 0 when I add a user using the WP Admin Dashboard. When a user registers from the front end, wp_user_level is set to 1 or greater. Users with a wp_user_level of 0 are not able to author posts.

    Is this a conflict with the plugin or is there something else going on? Does the User Registration Plugin use wp_user_level?
