WP-CLI – Strange wp-config.php

Why does wp-cli look for a wp-config.php file even it’s just suppose to issue the help page?
$ wget -q -O wp-cli.phar https://raw.githubusercontent.com/wp-cli/builds/gh-pages/phar/wp-cli.phar
$ chmod 700 wp-cli.phar
$ ./wp-cli.phar –help
Error: Strange wp-config.php file: wp-settings.php is not loaded directly.What is causing this? Any ideas?
