How to add new comment in dashboard?

    I’ve de-activated all plugins and tried a the default wordpress theme (2020)but I cannot see a “add new” option under dashboard>>comments. Also checked under “screen options” but no option check box there either.

    WordPress 5.3.2
    Apache 2.4.41
    Php 7.2.28
    Mysql 5.7.29
    Cpanel 86.0 (build 13)

    Is this something that is not available with wordpress comments without using a plugin?
