What is your site URL? Under your settings, is the Let visitors subscribe to new posts and comments via email option activated? Please take a look at the following link and make sure that your settings are enabled for your followers to receive emails:

Do the users who are not receiving emails have WordPress.com accounts? If so, they need to make sure that their account is enabled to receive email notifications:
