Listing Empty Categories in [jobs] Category Field

Is there a filter or other simple way to keep empty categories listed in the [jobs] category field? …If nothing else, I thought changing 'hide_empty' => 0, to 'hide_empty' => 1,in line 1071 of wp-job-manager --> wp-job-manager-functions.php would do it, but it didn’t have any effect.
