Group selection menus only show one page of groups

When a site has many groups, in our case 60 groups, the select menus for filtering redirects or adding new redirects only show the first page (25 items) of groups.

Steps to reproduce:

1. Create 60 groups
2. Go to the admin page that manages all redirects
3. Notice that the filter drop down at the top only shows the first page (25) groups as filter options.
4. Scroll down the to bottom of the page with the “Add new redirection” form
5. Notice that the Group field also only shows the first page (25) groups as filter options.
