Troubleshooting Mode Error

I cannot access Troubleshooting Mode. My site health is apparently good, but I have been instructed by a developer to run troubleshooting to find the source of a problem. When I click Troubleshoot it throws this error:
We were unable to copy the plugin file required to enable the Troubleshooting Mode.
It also mentions that “due to how Must Use plugins work, any such plugin will not be disabled for the troubleshooting session”. My hosting package includes a must-use plugin which I have no control over. Will this break the troubleshooting?
