Cannot create phar

    Hi,

    after upgrading to 3.9, I get the following error when trying to activate Maxmind key as suggested:

    Cannot create phar ‘C:/TEMP/97c955965dd4cbc5a4d35d680ab25351tmp’, file extension (or combination) not recognised or the directory does not exist.

    I’ve double checked the path, path permissions and checked that phar php extension is installed.

    I’m running a WIMP server configuration with Windows, IIS 8.5, MySQL and PHP 7.3 64 bits

    Any hints?

    Just to check: Is the directory writeable/executable? What permissions have you set for the folder?
