Cannot get Woo Services to work for shipping labels…

I am attempting to setup Jetpack on a clients site so it will be able to create shipping labels for their products. Unfortunately I don’t see the option listed under Settings>Shipping>WooCommerce Services. See here: https://i.imgur.com/DkcfBqQ.png

I also cannot manually sync Jetpack: https://i.imgur.com/sUzNARO.png however the “Diagnose Connection Problem” indicates there is no problem.

Lastly I cannot update my Site Settings as seen here: https://i.imgur.com/e8mm8aX.png

Please help me get this fixed!
