Unable to make updates to the theme

I have made several attempts at making simple edits to this theme. I make a round of changes and then refresh the site, the changes work, wait a few minutes and the changes revert to exactly how it was.

I have attempted using a different framework to build the theme. It still did the same thing. I attempted to rename the theme folder to default but it still did the same thing. I am currently using 2.8.4.

I’ve even tried uninstalling all of my plugins.
