Send Email to Users upon Event Publish?

Good day. Is it possible for Events Manager to send an email to users (those that have opted-in) when a new event is published?

Example: User A publishes a new event. Users B, D, T, Y, and Z have opted in to receive emails about new events. Those users receive an email notification when User A publishes a new event.
