Since you are using the effect one, then the code will work with it. For effect 3, you have to enabled it –

.effect-one #site-navigation-wrap .dropdown-menu > li.current-menu-item>a.menu-link>span:after {
    visibility: visible;
    transform: scaleX(1);
}
