Bug: View post or page link not visible after creating new post or page

I have an issue on every site where I am using the Gutenberg editor, even brand new sites with no plugins added. When I enter a title and some content, and then hit Publish, and and click Publish a second time when it asks “Are you ready to publish?”, a notice pops up at the bottom of the screen that contains a link to view the page or post. If I do not click this link, the popup disappears after about 10 seconds. At this point there is no link available anywhere on the page to view the newly published post or page. If I make some edits and click Update, then the same things happens after the View Post popup disappear: no link to view the post/page. Only when I click the View Post link in the popup, see the see new post/page, and return to edit the content, does a link appear in the top menu bar to View Post (or Page).
